That's what I was told after many failed attempts at putting both PCS and PAC files onto the ISO, burning it and launching it without the SD loader. It would stop loading after I picked a stage. Edit: Also, same with the stage textures. I put the PAC file in and it'll stop loading. Except Giyga's destination, which was meant to be burned on an ISO. I think it has something to do with the reparsing that occurs after inserting a file. 1.21 is just the best at reassembling Brawl.
