How long does it take a skilled moder to make one character with completely custom moves?

Can you be specific?

Would the model of the character be a re texture, a vertex edit, or a model import?
Would there be recolors for the model?
For the moveset, would it be a simple moveset edit, such as a couple animation changes or additions, or would it be as complicated as completely restructuring the character?

Anywhere from 1 week to 1 year depending on what's done. Calikingz01 makes very high quality PSAs but usually only about once a year. I made a crappy Sonic PSA in about a week.

Does it depend on how much time you have?
How long would it take if I dedicated about 2 hours a day to a character.

ok to be honest there is no really standard time on how long it takes to make a character it really is determined on how much quality you want a character to have usually the best characters have models taken from other sources and then rigged to the base character which can take some time depending on how easy it is to import and the skill of the person importing. then you will most likely be making custom animations which can take alot of time again depending on the skill of the animator. then you have to use a moveset editing program which will most likely take up the most time since you not only have to learn how to use it but you will most likely have to fix bugs and glitches depending on what you want to do
long story short dont worry about how much time it takes to make a character worry about your dedication and willingness to make the character
