I don't think so. The RSBE01 is the unique name given to the brawl codeset and it in-turn reads from that file.

Oh you're talking about those textures people have done for the Brawl stage editor?  If so then I haven't messed with that at all so I wouldn't have the slightest clue.  Maybe pm one of the users that uploaded the texture?

Ah, unfortunately I haven't tinkered around with toggling backgrounds just yet, however I know it can be done.  Mewtwo2000 has that what is love stage that toggles between a good number of backgrounds to make the animation work (albeit all 2-D).

On a side note, any idea when those Gerudo's are going to be ready?  I see what you did there ...
I've been keeping track of your project, because from the preview I saw they look pretty epic!  AWESOME 2.0!

For starters is your sword .mdl0 format?  If not then is it .obj?  If it's .obj it may import, but it'll be unlikely.  If it's .mdl0 it should be fine.

If you want to get technical, hacking of any sort is illegal unless you only do it with your owned items and do not spread it to others.  Im srs here

Nintendo hasn't cracked down on it like other companies, though so as it stands it's fine currently.

A lot of things can cause your game to freeze (even textures).  With not much info to go off of from your personal problems and the advice already given to you in your other thread I'd recommend either starting over, or sorting through files until you find the one that is causing the problems (you may have multiple files causing the freezing as well).

Edit: Also I don't have a problem with it at all, however mods might not enjoy you making two threads about very similar/the same thing.

Well from what I've heard .obj are rather buggy, but they can work sometimes I think.  If you want a completely virgin stage to build upon I recommend this: http://forums.kc-mm.com/index.php?topic=16029.0

You'll just have to put in your background and position it where you'd like it.

Find out which Polygon was deleted and compare that to the original unaltered hex file and you should be able to find out where it goes.  If you're talking about which polygon was deleted, why not ask the person who deleted it via pm?

You did use the Custom Css 2.0 right? If you follow his steps correctly you should be fine.

Well for starters textures go in (I'll use Snake as an example): pf/fighter/snake/FitSnake00.pcs
What other files does the pack contain?  I've never downloaded it so I'm not sure.
