SDoom, Why not use Link's, Ike's, or Marth's AI for Spiderman?
For Link: He doesn't use his bow often. And when he does he usually goes for an assault afterwards. He can angle his Gale Boomerang which works for Spidey's Side B. And he has a Z-air which should work well.
For Ike: Due to him being a more physical person he wouldn't specials as much. His counter would work nice to (since it works the same as spidey's.) Ike's AI is known to use Side B to recover more than Up-b, which works nicely in spidey's case. Ike doesn't spam eruption.
For Marth: Same as Ike for being a physical character. He rarely uses shield breaker. Dancing Blade can be angled for different directions. Although he'd probably use his side-b more often... His counter would work better than ike's because it activates quickly. He'd use his Up-B as a physical move as well.
I'm working on Scizor at the moment for those wondering. Probably the first and only time you'll see a Pokemon from me just because he's my favorite.

Coincidentally, I have ideas PSA wise for Scizor. I thought of them quite some time ago. I actually think I PM'd you Beyond about it. I got no response though...
Why not move the peace taunt to side and put up taunt as Goku raises his arm and puts it behind his head and scratches his hair. Then revert back to his stance.
And do you have a side tilt? If not, then make him do a back-hand like motion. BUT also have it able to reflect projectiles. Well, a perfect shield reflect (Which sends the projectile in a different direction). It's the animation whenever you guard a Ki blast and he just knocks it away.
Charge (Ki Charge Animation) > Rising Dash (Like what you have + what KTH said. And have it be able to curve.) Charging increases the distance of the dash.
@JamietheAuraUser: You know that just jumping during a tilt is already breaking some rules, so anything more than that won't be acceptable.
About the Fireball spell: I thought of another move that has homing capabilities and would work out very nicely for Fireball. Well, its not a move per say... but Diddy Kong's Barrel after he is hit during his UpB has homing capibilities that would work really well.

Pummel Shakkouken Stahn grabs the enemy, and blasts them with light if it connects. 2% /hit Get-Up Attack Omega Tempest Stahn spins in place a few times dealing damage with each spin. 2% x3 Ledge Attack Hell Sword Stahn slashes infront of him releasing a burst of flames. 10% 100% Ledge Attack Rending Quake Stahn stabs forward then swipes his arm causing the earth to break and rise. 3%, 1% x5
