The ->B looks a little OP, since there's no definite stop. There was a Sonic PSA that did the same thing, once. ->B let you run at 3X speed indefinitely, and boy that was SO easy to abuse. I could edge-guard both sides of Final Destination at the same time, lol.
It might just be me reading it wrong, though. And even if it's indefinite there are still ways to balance it.
That's my only qualm. All the rest looks VERY nice!
I don't plan on the >B dealing damage, just a way to get to places faster!
It all looks good, but I think that the FS should be X Burner instead. It was in Iwvi's mini PSA and I thought it worked really well. You could move Zero Point Breakthrough to the normal B so that when Tsuna grabs the opponent, he freezes them. Kind of like that, but Tsuna isn't as fast and relies more on acrobatics and flames (if that makes sense).
The reason I have the final smash as Zero Point Breakthrough is so that people can get used to it. Also, so that it's a slow start, and it will get faster as time progresses.
I don't want the X burner to start out. I want people to understand that, no, Tsuna didn't always have that move to count on from the get go. That's why I said that it would evolve!

Like ExorcistRain said Tsuna isn't as fast....yet, and he relies more on tricky moves and the element of fire! TOASTY!!

Tsuna's first moveset will be more like a practice round than anything. This is because I want him to become a project. Not just a one time thing. I want him to evolve and grow with each move added. Without further ado, the moveset!

A attacks:
A: just a straight jab
AA: a turning side chop
AAA: as of right now there won't be one
Air A: straight kick
Air ^A: Flip Kick
Air down A: Tsuna brings both hands down
Air <A: Shiek kick
Air >A: forward punch
Tilt A:
up~A: uppercut
down~A: low sweep kick
left~A: turn kick
right~A: medium kick
dash A: Tsuna kicks in front of him (think fox)
Smashes:
^smash: flip kick (kind of like fox)
down smash: points hands to the ground and causes an explosion, pushing him into the air and damaging those around him.
</>smash: elbow (like captain falcon)
Specials:
Ground:
B: chargeable. Tsuna pulls back fist, and flies forward grabbing whoever gets in his way. Kind of like Ganon. Used against Mukuro. lol
^B: flight. Tsuna lifts into the air and moves left or right. (Lucario's in a nutshell)
</>B: High speed movement. Tsuna dashes forward or backwards depending on direction. Somewhat like fox, but you will be able to hold down B and keep going or let go to stop. Fun!
Down B: High speed kick. Basically the falcon kick.
Air specials:
^B: same
</>B: same
down B: High speed kick. Captain Falcon kick!
Final:
Zero Point Breakthrough: Tsuna's flame begins to flicker, it goes out and he dashes forward. He grabs the enemy and freezes, them knocking them away. (marth's critical seemed fitting!)
Extra:
I might consider adding a taunt to activate the flaming gloves and add damage and stuffs!
Remember this is just a prototype! It will get better as time goes on because I'm going to make sure that he becomes the best boss there is!

I had some stuff to do today... but because that stuff required me to get there by bike... I don't have to cause my mom didn't want me riding my bike in the rain.
As for Tsuna, I don't know who/what that is. What game is Tsuna from? Maybe you can find it on a 3d-model providing website or get someone here to rip the model for you. Having the model is only half of it though, you'll still need someone to take the time to import Tsuna onto a Brawl character.
Tsuna is on my avatar and sig. His game is Katekyo Hitman Reborn. Too bad no one would take the time to rip it. I need to do it myself it seems. Which is fine for me!
Ah, sorry for the misunderstanding. Actually, I didn't rip the model myself either. There's a topic recently created on either the "Model import" or "model request" section that links to every SSFIV:AE model, including Evil Ryu and Oni. Usually, ripping the model is the easy part though.
