For the down-B maybe you can do something relate to the damage... Like if you doing 50% damage and then going into ex mode you can inflict the double of that damage (100%) and after that you turn back to normal cloud. So the more you wait, the more you can stay into special mode. And with the limit break state can be like:
-Ex Mode= Triple of the damage inflict in normal mode
-Limit Break mode= Double of the damage in Ex Mode
So if you want to going and stay in limit mode you have to do a lot of damage before, so you can stay in ex mode enough to accumulate damage for the next trasformation.

P.s.: Sorry if it sounds a little messed up, but more of my ideas are like that XD

Love the new taunt, it's so WIN! But dislike the new neutral air, I prefer the original old one... That was so funny to use and useful =(

A really great job, I love this psa! The only thing is the small spirit bomb... Is too powerful in my opinion, since it's a OHKO =/

I finnaly got to test out Scott and I love him! I love how he has 3 recovers, it's so damn awesome!
Three? I've only seen the uppercut and the swordspin, and randomly... What is the third?

Not bad the water spell.
Why don't make the down B special in air like Energy Rain? He goes down, with a diagonal kick, and if he hits he goes on with the ray beams or something like those.

Like in this video:
-At 1.33 he fails and does nothing
-At 1.36 he hits and use the whole attack

Maybe side B special can be like Spiral Cut, while in air can be Slide & Dice... Ok, now I'm going too far i guess XD But these are only ideas that I had when i thought at a Tidussidia in Brawl =D

how about
-launch spirit bomb
-go ssj  and then boost the spirit bomb
- remain ssj  for a short period of time
Like when he use it versus Buu, much better in this order.

Yes, take damage while in ssj form is kinda balanced, but not much DBZ style... Can't you make a FS that is like:
- He become Super Sayan
- Launch the Spirit Bomb
- He remain ssj for a short time
For balance maybe he can take some damage at the end of the attack, for fatigue for example... I don't know if this is even possible, but at least I try to suggest =/
