I would have voted for Flan, but BJ already did a rig of her for Roo. ...But if you're really intent on rigging Flan, which model are you going to use? I have one that I think looks really nice...
Don't think that a .pac extension automatically makes the file a moveset.
Most of the stuff you can download are "textures" (though many are vertexes and some are model swaps). Such files are placed in the respective character's folder.
For example, you probably downloaded the Sephiroth texture, not the moveset. The textures would go under the "Marth" folder. You should have a "FitMarth0x.pcs" and a "FitMarth0x.pac" (where x is some number depending on which texture slot it goes over).
If a .pac is a moveset, the download would probably say so. the moveset would be placed in the same directory as textures, and be named, in your case, "FitMarth.pac".

Small progress on Reimu. I haven't been able to work on her much recently. However, I finished the bare rigging. Nearly everything follows the appropriate bone, save a few vertices. I still have to smooth out distortions, ESPECIALLY AT THE LIMBS. And the shoulders look so awful.
I feel like I'm doing something wrong. The model doesn't move with the bones in 3DS Max, but it does in BrawlBox. However, any weight changes I apply in 3DS Max do apply in BrawlBox. Because of this, it gets really tedious trying to pinpoint the problem vertices.
EDIT: Never mind, stupid mistake on my part. Solved.
