I think he should have a ranged moveset, depending on if he is in the air, or on the ground:
Ground:
B: Z-Buster
Up B: Shouenzan
Side B: Hisuishou or Hadangeki or Shippū
Down B: Gokumonken (As a counterattack) or Tenkūha (As a damage healer)
Air:
B: Hieijin
Up B: Denjin or Shouryūken or Hyouryūshou
Side B: Rasetsusen or Mikazukizan or Hienkyaku
Down B: Rakukoujin or Danchien or Hyouretsuzan
Taunt Move (I just Had To):
Side: Activates Twin Dream
And Final Smash could be:
Rekkouha or Dark Hold or Messenkou or Rakuhouha

That would take up too many of the attack slots in the Fitmotion.pac, it would be too big.
We should stick with four moves that are both practical and flashy. In which case I recommend the following.
B: Z-Buster
Side B: Raikousen
Up B: Hyouryuushou
Down B: Danchien
Zero is meant to be a high-mobility fighter. We should make Raikousen function similar to Falco's Falco Phantasm, but find a way to keep it from being highly spammable all the time, such as a larger cooldown time or startup time.
