After you install Winrar, you'll be able to just right-click (Mouse click, right side) the "Complete Rosalina" file and pick "Extract..."

Common3.pac is a .pac file which you open with Brawl Box. It'll just show a few directories on Brawl Box, it's not that it'd open a Common3 folder.
