I need to replace Sonic's voice with Shadow's Voice for this mod.

Is there an application that can make images bigger, I mean bigger as in the pixels bigger, like this Minecraft Steve template that each pixel is 4 (2x2 pixels in each big pixel) pixels big (Steve template link: https://www.mediafire.com/file/23e2n5627k3141l/ssbb%20steve%20template.png) I need one so I don't have to change and edit my entire Minecraft skin so it fits the model of this character mod [this mod uses the Steve template that i gave the link to] (mod link: https://www.youtube.com/watch?v=3xee-D7HWjQ).
