I know how I will be able to edit the colors of the cape and also how to replace an article of Zelda, but about what you said, about hex, what have I to do concretely? Edit: Ok, I found that the neck of peach is in fact the bone number 50. But about hexing, I still don't know what to do...
Have you looked at Snoopy's guide? It takes you through how to attach items to a HaveN bone. This isn't what you really want to do though: You would need to change whatever bone the article you replace attaches to to bone 50, her neck. Then you'd just position it and what not. Unfortunately, I myself do not have enough experience in this area, so you'd probably want to ask Snoopy himself if you have any problems.

But BeyondYou, why isn't it possible for me to put mario's cape on an other character? This cape is an article, so if I managed to put Ike's sword on Peach which is an article, what I've already done, Mario's cape which is also an article should work, if you have time can you explain to me why it isn't possible?
Actually, that is possible. You'd just have to replace one of Zelda's articles, hex it so that it attaches to her neck bone, and call it up through PSA.
