For his side B he could somehow fold into a paper plane and fly for a bit XD
For the up b he folds up like he does for that spring jump thing? :l
Down B he rolls up into a paper roll and rols around (similar to jigglypuffs side B)

Well it shouldn't be a problem to make the paper boat his "swimming" animation, I mean I wouldn't see it very fitting as a side B, unless you put the water splashes from FLUUD(or some other water effect) underneath it.
Like first he sinks down into the water like normal, and then as he comes up he folds into the paper boat, hopping up and unfolding as he touches 'land'
What about my special ideas? Is that good?
Cause honestly mario pulling his 'partners' out as specials seems like way too much work. Though that's just my pacifist side talking I guess lol

Ehhhh........I'm not too into the idea of your idea of specials. I'm not using PM's partners for specials. His specials are
B: Fire drive
Side B: Super hammer
Up B: spring jump
Down B: hammerquake.
The paper boat is his swim animations.
