I like some of your ideas, but here is what I think.
These are only suggestions. You can choose whether you want to use any of them or not.
Jab: PM throws a punch, hops up and does Mario's Nair, then does a horizontal hammer smash.
F-Tilt: PM does an overhead smash with his hammer. Quick and weak, but it's KB sends the victim diagonally upward.
D-Tilt: PM does...I dunno.
U-Tilt: PM pumps his fist into the air as if in victory. This can kill middleweight characters at aorund 175%.
F-Smash: PM performs the Power Smash. It's slow to start, and very powerful, but it's set KB makes it unable to kill.
U-Smash: PM takes his hammer and holds it out while somersaulting once. Quick and does mediocre damage.
D-Smash: PM jumps into the air and slams down into, causing a blast of air that pushes enemies away a very short distance if he misses. Somewhat mediocre strength.
Dash Attack: PM does the Spin Dash from PM1, spinning around several times and doing many hits. The damage each hit does is weak, but it acculmilates quickly.
Nair: PM sticks his hammer out. Has Sex Kick properties.
Fair: PM performs the Tornado Jump, spinning around.
Uair: PM spins clockwise in the air with his hammer as the center.
Bair: PM does spinning dropkick to his rear, does two-three hits.
Dair: You choose.
GrabJab: PM clonks the victim with his balled up fist.
F-Throw: PM clonks the victim over the head with his Hammer. Downing them instantly.
B-Throw: PM spins around and throws his victim ala like he throws Bowser.
U-Throw: PM tosses his victim above him before doing a Jump Punch. Can kill.
D-Throw: PM does the Spin Jump on his foe, stomping on them.
Specials
B: Fire Flower Drive: PM uses this chargeable move using uncharged Super Scope shots. He brings his arm back like he is doing Mario's F-Smash, but when he brings his hand forward, a barrage of shots comes out his hand at random angles. The longer he charges, the more shots. This was inspired by the Fire Flower item from PM1 and 2.
Side B: I dunno.
Down B: Quake Hammer: Mario brings his hammer over his head and slams down, causing debris to fly up around where the hammer hits.
Up B: Spring Jump: Not the same as Sonic's, unlike Sonic's, Mario can perform any aerial specials he can use, but their power is 75% of normal.
FS: I dunno.
Those are just my suggestions. You can take whatever sounds good if you want.
