the "on th fly" code things

Can someone explain me the "On the fly character switcher" thing please ? Since I'm French and don't have a perfect English language proficiency, whan I read the description, I didn't really understood it !^^'
So yeah, is there someone that can explain it to me with simple words ?^^'
(And also if it is possible an indication to the latest version of this code !^^')

umm i think you there is a diffrent version for button coimmand in CSS that uses a folder called MT with  diffrent controls for each remote only gameube and wii & nunchuck...
