I tried wii scrubber again and when loading the brawl iso, it gives a series of error boxes (IO_read and stuff) about20 of them
and the thing is if i replace JUST ONE FILE in there, dolphin doesn't load it, and the wii wont boot the game.
did i do something wrong again?
and I DID make a backup this time

Maybe you're using the wrong Brawl Iso? As in I'm not sure if WiiScrubber works with PAL, but I could be completely wrong on that.

it works on pal. also io error reads r generally when partitions r removed completely. i'm assuming it only has the brawl partition?

it has the brawl, and VC demo partitions. I used USB loader to rip my brawl disc to the HD, and WBFS manager to get the iso on my comp, it's ONLY brawl it does this with, okami, baseball, sports mix, mariokart, marioparty 8, are isos i have that don't give errors while opening the iso
by the way, I'm using an NTSC-U ISO
should I go rip it again and have it nab ALL partitions (even an update partition if there is one)?

u can try also i would not scrub ur iso morre than once (its not a save function o.o). it can cause random freezes. also converting from wbfs to iso forrmat has given me issues before.

How else can I get a brawl iso that was not obtained from WBFS? (my net takes like 2 weeks to download brawl from the net lol and drops often)

I think I know your problem. I think you have the single-layered rip of Brawl. Jack H. made it to fit onto a single DVD. The dual-layered rip doesn't do the IO_error when you open it.

Silly question, but you made sure to set up your makekeybin.exe right? If not it will not work properly no matter what you do.

tried including the update partition when ripping and that didn't work, also amung the errors is also a decrypt read, and bin thing ( I have the bin files for scrubber to work)
is there any pointers where i can go from here? because i am planning on using usb loader to boot brawl with hacks and still be able to use the sd card in brawl
