Wow ... that's really an amazing moveset. I just love this character.
I'll try a step-by-step analysis :
B ATTACKS
Standard B - Dark Magic - Range a little too short, I think.
UP B - Hover - Seems perfect to me. Thankfully he has this to compensate his shorty jumps.
SIDE B - Duo Slash - Very good. Simple, and classy.
DOWN B - Surprise Attack -
Very interesting move. I
think the invisible time is a bit too long, though.
FINAL SMASH - Corruption - Epic. Perfect. Really cool. Nothing else to say.
A ATTACKS
A - Nice. Gotta be pretty close, but considering the speed of the attack, it looks fair.
Side Smash A - Good. The projectiles are a nice touch. =)
Up Smash A - Weird ... It's even quite hard to trap opponents on the sword ...
Down Smash A - Ooh ... sweet. I like the hit on the back at the beginning of the attack.
A DASH - Epic. But leaves you vulnerable too long, even considering the damage it deals. Maybe add a little more cinematic hitlag ? To make it even more epic.
A Air and A Air up - Best of his aerials, I think. But the Neutral Air has got strangely narrow hitboxes ...
A Air Down - Much better move. More useful.
A Air Forward - Good idea making it spike ... but again,the range is a bit poor. Maybe enlarge it a little, but without the spike on the tip of the blade ?
A Air Backwards - Can't tell the difference.
All the S3 A attacks - Good, but there seems to be a hitbox problem with the Up-Tilt ... I can't seem to properly hit the enemy with about a third of these ...
OTHER CHANGES
Marth now has a glowing purple sword. -
Marth is a lot slower. - I think you should speed up a little bit his
running speed. It is really really slow ... Possibly the slowest of the game ? idk
Marth jumps lower, but has better air movement. - Grah ! He jumps so low I can't even notice the change in air movement! Please, could you make his first "fully pressed" jump just a little higher ?

Very very good moveset, overall. It's just kinda bothering to have a combo, speedy character that can't seem to reach his targets, because of sluggishness and very short jumps. And some weird hitboxes.
But still, it's so much complete ...
