Normally i'd be an ass, and say something about how badly i wish you wouldn't use PSA, but i'm going to list what's broken. Actually, i normally just think these things to myself or i'd never been done raging at people.
But hopefully, this will really get through to you how ridiculously retarded broken he is. And you seem to think there's a possibility of him being balanced in any way so i hope this helps a bit. Falco is already good. Now he's faster, has better jumps, and is harder to kill? To say nothing of the moveset itself, this is already WAY too much.
If he's going to be fast, he needs to be weaker.

And let's assume it made sense to give a new attack, where crouching normally does nothing. WHY 6 damage? It can be comboed into itself too easily and does tons of damage.
No one needs MORE moves than they start with. It's unfair and ridiculous. Unless it's a joke (luigi and snakes taunts) or a switch (elemental marth), it's ridiculous.D-Smash
Doesn't need to be stronger if everything else is going to be stronger, more ranged, faster, etcetera.-Falco's F-Smash hits the ground and rocks fly up dealing damage, also a chance to impale

He doesn't need two impales moves. He doesn't even need any considering the [censored] he already has.
He hardly moves fast/forcefully on the back end of the upsmash, it doesn't look or make sense that it would impale.-Aerial Down-B is a Shine that reflects
Yea... He doesn't need a second down B. Unless you were going somewhere with it and balancing it and making it make sense. But right now i'm expecting his downB on the ground that makes him invincible for four seconds, impales opponents, is a meteor smash, has fire attribute, huge hitboxes, and oh it can be interrupted.-Side-B can be interrupted

The fire on most of his attacks, like b-air, makes sense in that he's a fire character, but in some places it's really unsightly.
In his back air it looks like his junk explodes. His azndingaling gets lit on fire. It should probably be local to his foot and not his whole body. Same with running. It's less like he runs so fast he catches fire, and more like he's just retarded and swam in napalm. It's way too much.
There's a shine in the down smash, and the explosion on it makes no sense. It's not even on his feet. HE JUST BLOWS UP.
The UpB graphic on everything is a little excessive and ugly.
