So you said that you checked for whether or not RSBE is correct for you, so that can't be the problem, and those folders are the correct setup for Gecko, and those are the correct names for Ike, so that rules out the possibility of it being files on the SD card.
The only other possibilities are these two: Either it's the card itself, or the settings in Gecko.(It might be the Gecko settings, despite your "Post Merge"; it doesn't take long to check) To see which of these problems it is, you only need one way that does or does not work; so if you put
Project M(one of the "Hackless" downloads on your SD card, delete all custom stages on your Wii(Even the ones by Nintendo), go back to the menu, plug in your SD card, go to the stage builder, and see if Project M loads. If it does not work, that means the problem is what you said, which means that you just need the code to make it compatible with 8 GB cards(Which I dunno where it is). If it does work, that means that it's the Gecko settings, which means that you should just check the Gecko options and change the Hook Type until the hacks load.
