If you can't find files that can be replaced with smaller ones you'll need to recompile your .iso with WIT. That will change the .iso limit to the size of the filesystem you specify.

WIT can be downloaded here http://wit.wiimm.de/. The documentation is also pretty thorough.

After installing, run this command in wit-console.bat with the proper values (this may be a different file if you aren't using Windows).

    wit extract BrawlISOName.iso workdir.d

    ^This creates a filesystem in workdir.d from a BrawlISOName.iso

Then edit the filesystem with the files you want to add/replace

Then run this command in wit-console.bat

    wit copy workdir.d BrawlISOName.iso -o

^This creates BrawlISOName.iso from the files in workdir.d. It may take 5-15 minutes depending on your computer's specs

Ok so I'm in the filesystem in workdir.d and I have no clue what to do from there. I'm trying to put in my brasr file in the iso or at least make more space

Make a backup of the original .iso's \files\sound\smashbros_sound.brsar in case something goes wrong.

Then simply replace the original one with your modified one. The .iso size will be determined while compiling it. You can then proceed with the next steps.

Do you know where the location is for the file so I could replace it?

    \files\sound\smashbros_sound.brsar

Or you could do a search for smashbros_sound.brsar in windows explorer.

That sounds like a problem with the modifications you made to smashbros_sound.brsar rather than WIT. To test, restore the original smashbros_sound.brsar and see if the game loads properly. If it does, the problem is the files you edited and not something with WIT.

So I loaded up a backup and place the brasr file in there (thank gif there was still some space in it) and apparently it Glitched so for some reason the announcer doesn't say ANYTHING. I found a new brasr file but now I gotta install all my voice hacks again

Since the game loaded properly your WIT setup is likely correct. At least you don't need to worry about iso space anymore.
