Lately, I've been getting BRSTMs that have liek really low sound. I'm actually getting kinda aggravated at this lol

Is there a solution to this? Is it something to do with my hacks ect? Or is it the person who made the BRSTMS?

BRSTM maker's fault. Ask them to fix it.

You can go into Options and increase the music volume as a workaround.

...Or get the BRSTM, get the wav from it, and make it louder in any program.
