. Now I'm actually starting it (although there was some progress). Just gonna post it here to see if people are still interested and for future reference. It's supposed to be the opposite of one of the first PSA hacks, phoenix mario.
Leviathan

Up Special: Something like squirtle's waterfall or a screw jump waterfall thingy.
Side Special: Hokuto Hyakuretsu Ken! (side smash poke thing over and over again) or something like squirtle's down smash.
Down Special: Whirlpool (Windmill+Tornado with water effects)
Neutral Special: Gliding Wave Ball.
The rest hasn't been quite decided yet, but will come soon. This is just the basic concept.
