Amen to that.
gimp is fine. and free. and open source
If you can't get the hang of gimp try using Paint.net, thats how I made all of my textures, so far, now I'm using Paint.net, Gimp, and PhotoImpactPro all together to get the most out of texturing. But if you don't understand Gimp go for Paint.net(even though its better when there together)
I use Photoshop.
Not everyone can get Photoshop though... Sometimes t'ing things doesn't always work.
Anyone who can type in "Photoshop 7 Free" on Google can.
Oh, I wish I new about that, oh well I got three programs that I know how to use cooperatively and I'm good at them so ima stick with my three.
Plus I dont wanna be arrested X3
EDIT: I'm a good kitten
Between GIMP and Photoshop, I don't think one is necessarily harder to learn, but they are quite different. I'm really good with GIMP by now, so that's what I use.

Arrested? Yeah right. More than 50% of the Internet is all illegal, including this forum. What are you doing here then?
once you have seen what your texture has looked like in the model previewer and your satisfied, go to the top left hand corner in brawlbox and click "save as" and type the name to correspond with what color you want the texture to go over, then under where you type the name, there should be a file type bar, see if its on .pac and if it is, then save it. then repeat the process but this time in the file type bar, click on the arrow to expand ur choices and click .pcs and then save it. it should say something about compressing when you save it as a .pcs, thats good, but if u save it as a .pac and it says its compressing, thats bad. if that happens youll have to change the compression to "none" its not that difficult lol

Of course, the only cyber police in existence is Chris Hansen.
Photoshop doesn't read pac files.
Has to be image files, prefferable png as sometimes gif files mess up the texture.

so what is iot that i put in to photoshop the pac file? or do i save a png as a pcs after i mess with it im lost
Nononono.
You make the texture in Photoshop. Save it as a .png file.
Open the pac/pcs you are editting in BrawlBox.
Right click in the TextureData[0] on the texture you are replacing. Find it, import it, then save as a .pair to get both the pcs and pac files.
