I still don't quite get how .rels work, anyhow.

Could someone please explain them to me? >_>

http://ssbbcustom.wikia.com/wiki/Module_files (http://ssbbcustom.wikia.com/wiki/Module_files)
This page tries to explain it. I wrote most of the text on that page. Now Bero has a tool to make them (link on the wiki page) and Matteron has premade .rel files (here. (http://www.smashboards.com/showthread.php?t=269742))

Any stage that works over Final Destination (i.e. most hacked stages) needs a .rel file designed to load an FD-based stage. You can get those here: http://www.mediafire.com/?sharekey=8d2d9e36d3a57ec890a82c7bb0fad7ad7854b896290d6ca8f1940a51b339e393 (http://www.mediafire.com/?sharekey=8d2d9e36d3a57ec890a82c7bb0fad7ad7854b896290d6ca8f1940a51b339e393) The one you use depends on what stage you want to replace/get rid of.

For Summit, get the file "st_final to st_ice.rel" from that Mediafire link, name it "st_ice.rel", and put it in "/private/wii/app/RSBE/pf/module" folder.

The reason people don't make stages over things besides FD is that it's harder - Final Destination is very simple; it has two models. Mewtwo2000 has made his stages work on more than one stage, so he probably knows the most about it.

So, most of the stage mods in the Brawl Vault have .rel files that basically say "load FD instead of this stage", and the .pac files load over the FD stage, except in another stage's SSS slot?

Actually it's not hard it's just people don't know how to do it
It's basically the method to get WWR converted to FD except repeating that for the number of modeldatas a stage has that you want to replace

Because replacing "obscure" stages with imports that don't do anyting with all the old stage pieces can lead to glitches most of the time.

Look at Gamewatching's Metal Mario stage for example. If it's over FD and BF, it's bug free.
If it's over Onett, an annoying teleporting glitch will occur that screws with playability.
