Can someone tell me why it doesn't work?

I put my strapEn.pac in pf/menu/strap

Name of file?
Version of the game (NTSC-U, PAL etc.)?

If you just read my post you see that I said: I put my strapEn.pac in pf/menu/strap

oh and i'm Pal and I use riivolution :P

Put it in:
SD/[NAMEOFPATCHFOLDERHERE]/menu2 and name it sc_strap_[language here].pac

okay so I tried sc_strap_en.pac, put it in menu2 and changed my wii language to english but it froze....

Do I have to put the full name of the language?...

Hmm, can you link to the file you were using? It might be a file not supporting the Pal-English version...

I have an idea (I did it the same way): get a clean strap loader from the Pal Data Partition (Brawl Vault>Resources>Bottom right corner of the page) and export the images from the one you sent me and put them in the clean one.
