From what I recall, Waluigi's model lacks the number of bones that Ganondorf has. Therefore, that model swap likely won't work. I do know that someone did swap Toon Link with Waluigi at one point.

Not with the bone adding program
If u open the one over toon link it has about 50 bones called "extra bone" that were added through the program so he could be ported over toon link
Waluigi's model would work over Ganondorf if bones were added but it would freeze when you tried to grab an item. I'm currently working on improving this (http://forums.kc-mm.com/Gallery/BrawlView.php?Number=4413) to make it look as similar to the assist trophy as possible, it could then be ported over someone to make it tall.
