You have to open them and extract the files inside

Winrar, bitzipper, etc.
Just search "rar files" on Google and you'll find one

IZArc is also a highly effective program for opening .rar files. It also handles .7z files and .zip files with ease.

7zip works just as well, and opens all 3 file types too.
Bottom line, there's a bunch of programs for opening .rar and .zip files.
