Unlike homebrew apps which consist of a boot.dol or boot.elf, meta.xml, and icon.png; there isn't a standardized way to submit hacks and there are WAY more hacks than there are homebrew apps. Not to mention that these hacks are not all uploaded to the same site.
I'm in full support of something like this happening but I really really doubt anyone would go through the trouble of making it.
