Title: Custom CSS V3 Question

I know how to edit the CSS using the Custom CSS Code V3, but would I have to use CSS Organizer with it, or is it an alternative to the Css Organizer?

It is a alternative. The CSS organizer lets you edit a sc_elcharacter_en (css) however you like, while the CSS code is a preset css that you cannot edit.
