Search for the stage Here (http://forums.kc-mm.com/Gallery/Resources.php)
And the Rel. Here (http://www.smashboards.com/showthread.php?t=269742)
^Damn he beat me to it xD
or there's an entire back up of both pal and ntsc-u in the resources section in brawl vault.

PAL CAN rel hack. You just need to modify PAL rels.
However, when rel will be edited further than just assigning to stages, I'm pretty sure it won't be all compatible with PAL anymore.
Thanx everyone :)
