Unless they replace the offset data in hex, then I'm not sure it can be done.

Which is why in my SFX folder, I placed alternate victory music for characters. I think this can also work for character sounds, announcer calls, and assist trophy vocals, since all the victory music themes are in the "Sound Effects" section in Sound Test... Victory Themes have been replaceable in the sound folder for a while now.
