Photoshop.

If you don't wanna pirate, use GIMP.

Yeah, Photoshop is your best choice if you can get your hands on it.  But if you're too poor/noble, then Gimp is a fine substitute.  Paint.net is also a good alternative.  There are links to both Gimp and Paint.net in the resource section of the Brawl Vault.

Basically photoshop but for more of the use of digital arts.

I use paint to change the backround color and powerpoint for the transparancy.
It actually work fairly well
