I found a Central Highway texture hack over the F-Zero stage on StackSmash. Could this (http://stacksmash.kontek.net/STUFFZ/Stages/Central_Highway%5bSTGFZERO.PAC%5d.rar) be it?

Have tried looking somewhere else besides Brawlvault? There are other Brawl hacking sites out there besides this one.
