Con someone help me find the Central Highway texture on Aero Town? I cant seem to get a hold of it.

I found a Central Highway texture hack over the F-Zero stage on StackSmash. Could this (http://stacksmash.kontek.net/STUFFZ/Stages/Central_Highway%5bSTGFZERO.PAC%5d.rar) be it?
