We can make the body not have pink glow but the head we cant so it would be possible it is in the stage but if it is why rnt others affacted by the pink glow as well?

If it was coded into the stage then it would affect all the chracters This might be true, but remember, this is Sonic's body mask, not anybody elses so it shouldn't affect anybody else. Each stage gave sonic a different color, but Smashville gave it pink for some odd reason. When I deleted the body mask itself, the env1 file took over Sonic's texture.
