make a new folder inside the fighter folder, and name them like the .pcs files... like for example:
FitKoopa.pcs/pac > Koopa

You should really just go to resources and find the data partition. It contains most if not all of the fighter folders in there already set up.
actually, the partition omits a few folders; rather than having pf\fighter\[etc] it just has \fighter\[etc]
I'd recommend you find a pack on the vault and just download that; then you can easily replace and remove anything you want to change.
If you want, you could try one of the mods at smashmods.com (brawl+, brawl-, bbrawl, P:M).
