I'm trying to do this to a SSE stage based on the Training Room, not the actual training room itself. I don't know if that could be the problem, I can't see how it would be. Are you sure there isn't another file that causes the sandbag spawning? It was my impression that the item file you mentioned controlled where normal items spawned on the level, but I would think that the WWR sandbag would be different since it just continuously spawns in the same place whenever it's destroyed. Maybe the file you mentioned would have a part in it, but I would think there's something else causing it to behave in it's specific way as opposed to a normal item.
