Ok, so if someone makes a  :drmario: texture out of  :mario: and he makes a mistake I want to fix, can I get his original .pac and edit it?

Like, in ASH it asks you what .pac to extract. Can I extract the FitMario.pac he has and edit it?

Another question: Can I use l7 and use that .pac?

Yeah, just make sure you change it from .pcs.out to .pac.
