I know about the bin to jpg converter, But is there a way to convert a jpg back to a bin file?
Did you look on Google?

As a mater of fact, I did. And I didn't find any Brawl specific programs that did what I'm asking for. In fact a got a bunch of crap for the bin to jpg converter.
Out of curiosity, why do you want this?

Actually there are some Brawl Snapshots I have that I'd like to be able to view in the game, But that would be awesome too.
