Are Mods permanent or just soemthing you use with Riivoltuion?

Could you import the models from the Melee game into Brawl game and edit them for the game? I am not simply taking about hacks but models from the Melee game imported from the actual game into Brawl? I want to able to use characters like Roy and Pichu. I wonder if that has been done before.

Are the hacks .XML files?

Is it really  that simple? Do all the files that come are .xml files?

Edit: I would like to know more details on this, do I simply put the hack I want into the rivoultion folder and load it there? Will it change anything? And how do I put in music on this thing?

I got homebre, Riivolution and the the files I need but I have no idea on how to use the template files. Where do I place them? How do I use them? Just what am I suppose to do?
