You sure that down+B does nothing? With the regular Shadow, his down+B charged when you held it and kept pressing and holding it, and then actually used the attack when you just plain down+B. With the older version, it did chaos blast, and it was bigger depending on how many times you kept holding it, but with the current one, it did Chaos Control.
