So what in CTools do you want me to add? Luckily both sources are already in C# so all I have to do is change the code to work with Brawlbox.

Unfortunately, I don't know the source. There is a guy, called Chadderz, who is the master in MKW programming, he actually knows things that he keep secret. We think he might know all about Mario Kart, but for some reason he doesn't make his discoveries public. He programmed CTools, the tools that nowadays let us have Custom Tracks without "limitations" (space limitations btw).
If you could contact him, maybe you can co-work with him, so you don't have to do all the job.
The things I'd like to see are CHR0 animations, including bone editing. It is possible to edit MKW Brres files in BrawlBox, to make some bone change, But the problem is that we CAN'T SAVE THE FILE AGAIN.
I was actually wondering just why the heck it didn't happen yet.
I mean, it's been a HUGE while since we started using stuff from MKWii on Brawl, but I never ever saw stuff from Brawl being used on MKWii...
That's because of the incompatibility between Brawl and Mario Kart Wii tools.
