I would suggest making Metal Sonic's shoulder pad part of the body rather than the arms. Other than that it should be fine once the hands are better rigged.
Oh, and I see hints of blue where they shouldn't be on the textures. Nose, mouth bolt, leg bolt, shoes, etc.

EDIT: The only issue with him are that his eye textures are a bit off and his feet don't move. He just sorta glides around everywhere. Like some sort of lubed up midget.
