Ok all I did was add a .dol file in and then it says i have to format it. HALP!

I mean there is like tons of .rel on the vault but why does mine get deleted? For example I uploaded Melee Roy Over Lucas. Then the next day it got deleted. Can someone tell me why? And yes it said .rel ports are forbidden in the message they sent me. It also said its forbidden and I can't find it in the rules.
