If he's freezing on the CSS then it's a problem with file size. Make sure texture dimensions aren't 2048x2048 or something ridiculous. Also, compressing to CMPR might help, but you'll lose details (and I believe alpha transparencies too, although I'm not sure about that).
Just because no lawyers have complained doesn't mean it should get a free pass. It could potentially set the precedent of people adding adfly links using this as an excuse. Rules are rules.
If someone has a mirror to it, then that should replace the current link. But if none exists or isnt readily available, then nuke it until one is available.

No textures were applied, just 3ds Max's standard materials with appropriate-ish colors with spec and gy. Hands, face, feet, and hair will come later. I'll probably finish feet first and then decide how much I hate myself before starting on the others. Afterwards, I need to make some props (specifically the combat knife on his left chest belt, a knife in a sheath on his right leg, and the codec/radio thing on his right chest belt) and I'll be done.
I'm gonna attempt to have different soundbanks load depending on which costume is chosen for more characters. It'd be extremely meaningful to have this work for all the Mii fighters. Lloyd Irving, Inkling, Viridi, Heihachi, etc.

Last I checked, critiquing wasn't against the rules. Especially when it wasn't close to as harsh as some of my criticisms.
I ended up redoing him completely, and now i'd say he's looking rather good. The poly count is really high again, though i did optimize it. Problem is, I'm not sure if moving the optimization back to the top will keep the rig intact. The tricky part here was getting the knee to look the way I wanted it to, seeing as Cell's body isn't stretchy like human skin. The green/dark navy armor should be hard and rigid. There'll be some clipping in-game due to this, but i still think it'll be accurate to what Cell would actually be like.
It's actually Facepoint count that matters, not the Poly count. Though unfortunately, you can only check the Facepoint count after importing into BrawlBox.
The absolute maximum Facepoint count is about 17k Facepoints, and even then, there's a chance there may be slight lag.
While facepoint count is indeed important, remember that node count is also important. Node count isn't usually an issue unless you use skinwrap, so you don't really need to worry about it.
Do keep in mind that you should keep your model as optimized as necessary (low poly enough so that facepoints aren't an issue, but high poly enough that you can rig the model properly).
There's not many people doing research, or even making friendly tools to modify stuff. The music stuff will be polished on my end, but other aspects of the game need work. It's different from Brawl in most aspects of the game.
I was more talking about wiiu modding to be able to make the mods as opposed to the smash4 equivalent of PSA/animation/etc.
I second KJP here. I really want to start modding Smash4, but not in it's "infancy". I think I'll wait for something more foolproof.
Plus, waiting for SmashCommand to work properly And great work with the music thing, Soneek. I'm sure that people will be so hyped when it's able to be widely added. I know I will, for sure.
I think all I have left now is editing the collar, adding about four belts (symmetry cuts it to half), the right hand, his head, and two circle things on his legs (symmetry cuts it to half). The hand and head are probably going to be the most difficult to make out of the five objects I have left to make.
