WHat determines Warioman's invincibility and how is it removed? Thank you.

I am trying to open a custom .PAC file and when I try to open it with PSA, it says it cannot open the file. I have also tried it with a couple of other programs. However, it still doesn't want to open. Is there a way to open a custom .PAC file in a program? Thanks....
