remember Daleks is not Robots they are kinda like Ironman some kinda of Living thing in a Ironsuit:
so that dalek will not be programmed by anyone it will exterminate both Mario&his friends and Bowser the daleks is the most Racist alien ever(even more racist then Cartman from southpark) the daleks exterminate anyone and only thing they got is Hate&evil&alittle fear from the doctor
a model me&LJstar made LJstar made the blue&Red&silver parts between the lower pipe part,the koopa shell i made the rest (or more vertexed&merged models from other stuff to make this)

It was just a thought. I've been messing around with moving some of pikachu's moves to the Ice Climbers, and that was the first thing I thought of when I read your post.
edit: What if actually, you sped it up to flash so quickly it wasn't noticeable? If you made it only 1 frame, would it be quick enough to make it look like a solid light?
I'm still extremely new to modifying PSAs, and don't understand too much of it yet. I'm just spit-balling ideas that sound possible.
if you mean the overlay flash and speed that up then no since that just flash the whole model not just lightbulbs
Pikachu's flash overlay effect GFX for his neutral B jumps to mind. Just relocate it, and slow down the flash, and I could see that working fairly well.

Check your pm MarioDK. It's not the prettiest but I do believe it fits the model size. There are plenty of them too on the site.
nope its too high poly and looks bad if lowering it to right filesize + was needing alot of things on the model it self+ needed textures

the one who helps me gets pre released of the dalek moveset+my other Right now WIP mods i have since its really impossible to find these models all i found is super high poly like +80.000 vertice count and its impossible to lower the vertice count that high to be as low as brawl´s models

F-Air:
Shoot a Short ranged Beam that explode almost as soon it is fired
B-air:
the Dalek use the whole body to make a attack and it will be the strongest Air attack on the moveset but if landing with it there will be a long landing lag
rest of the moveset since can´t really slow preview of that until ingame video since the dalek is not that much animated but how can you animte a trash can anyway? so some animetions is just the model that is T-posed since the T_pose can work as a wait animetions or other animetions for a Dalek (and its not cuz of am lazy more cuz of its a evil Trash can) but here is it: DOwn-Air: the Dalek will fall down as a meteor then hits the ground it will make a big explodsion and also long landing lag
N_B Time vortex(or black hole not sure what to call that move): a chargeble version of Sdo0m´s Shadow N-B but on the dalek and a other GFX effect too but basely thats what the move is
Side-B: EXTERMINATE!!!!! : just the beam you saw from the video not chargeble or anything but it will be as strong as falcon punch and since it is strong and a ranged attack it will take more time to fire the beam too
up-B: hovering: basely something as rob´s up-B(ported to fox)
down-B: Travel in Time&space(but without the time since not sure how that will work in brawl): kinda like a Homing attack (as a teleport) if using Down-B and someone is in range the dalek will teleport to the nearest and then after teleported it will do a explosion dmg anyone near 15% dmg(low low knockback+i will do so you can´t spam it too much) and will dmg you self 5%

anyway i exterminate all of my projects but 1 project since its a anniversary for a thing this month the 23th this month (so it i hope im having afew releases that day based on that thing) and was planing anyway to finish 3-4 hacks of that thing i will make alittle trailer of one of these hacks soon and its my most underrated WIP too but fans of that thing possible know what happen the 23th this month xD

1 thing about SMBz mario v4 can´t find the fitmario.pac that was able to be opened in brawlbox so i maybe have to redo alot of things now but i think cuz of SMBZ mario v4 is the one that is right now longest from to get done i think he is after megaman since i want to play with my SMBZ mario v4 too the times where the moveset was playeble its the best moveset ever i have made (in my option) (have made afew updates since the last video about SMBZ mario v4) so possible smbz mario v4 is before goku(or at same time) as for new(semi clone of mario not as much clone as melee) Doctor mario moveset im thinking to wait alittle for Project:M v3 since i want to use model from there+piles
anyway got news the sites where i got HD textures of DBZ charaters is back so i can maybe find a broly HD texture and make it to fit with yours model(aswell as gohan)

LSSJ broly will have a time limit on his final smash i just found out on how to code a time limit so broly will have one and maby gohan if calkingz was it on there also
