Couldn't you just use Riivolution? I don't think that has a file size limit. But then again, a lot of us don't use Riivolution because it still lacks Ocarina support.
Possibility 1: Neutral B: Star Bit Shot Side B: Star Spin Down B: Drill Spin from SMG2 (grounded)/ Ground Pound (aerial)
Possibility 2: Neutral B: Star Spin Side B: Glide (aerial)/ Long Jump (grounded) Down B: Drill Spin/ Ground Pound
Possibility 3: Neutral B: Star Bit Shot Side B: Glide (aerial)/ Long Jump (grounded) Down B: Star Spin

For an idea of how they would work...
Star Spin: Same feel as the Cape in the air (slowing effect/uplift?), but with more knockback and no reversing effect. May or may not reflect projectiles (undecided).
Star Bit Shot: I'm think of shooting three Star Bits in rapid succession in a straight line. About the range of Falcon's Side B (or Cloud's uncharged neutral B).
Ground Pound: Same basic idea as Yoshi's down B.
Drill Spin: Mario drills into the ground (area around dig site does continuous damage) and pops up shortly after (more range and knockback when he pops back up). Total time should be about the same as a Falcon Punch. If Mario hits somebody at the start of the attack, they will be stuck in ground (pitfall).
Glide/Long Jump: Same thing with different animations. Same speed as Raptor Boost, a bit less distance than Falco Phantasm. Not spammy like Fox and Falco's side-B. Stronger, but not a kill move.
For his running animation you're going to try to mimic his run in Galaxy right? hmm what else.. what else.. maybe stick to walls for a split second kind of like Lucario, Diddy and Sheik, but not as long.
If I can do that, I will, but my priorities are his attacks right now.

I don't think that's possible, but that would be cool.
I'm just working in Brawlbox right now for animations. Screenshots won't give too much of an idea of what it's like until I'm a decent way into it. So far I have the animations for Star Spin, Up-B (Sling Star), and Side Taunt. I've decided I'm going to change Star Spin to side-B, and make Star Bits into neutral B. At that point, I suppose I can take screenshots.
I really only want to give him his standard powers. Not anything from power-ups. At least not for now. There's already a lot of things he can do from his normal mode that weren't in Brawl.
