I downloaded a .pac converter, to convert pacs from NTSC to PAL, mainly because using PSA movesets without the char's voice is...weird. Could someone explain to me how to use it?

Your title seems vauge or doesnt have detail can you explain the name of your ".pac converter".
If you do then i can help or ill check it out.
