I've seen a few hacks such as aquacharizard and a zelda, that always have a shroud of water or light or something around the character while they move. What do I have to do to make this happen? Also I have a decent understanding on how to alter the affects of attacks like increase damage, size, effect all that but how do i change how the attack works like range or if a projectile how many are shot?

get into your subactions, then chose the attack, etc, that you want to edit, then go to GFX (where it says main) and you can change the graphic effects (that is if there is any) to whatever

    heres a good list
