Maybe it's just me but, couldn't you just Copy-Paste the texture/ .clro data into the PAL file?
What I did was just change the SFX codes in PSA so it worked on PAL games. So there are no seperate NTCS file or PAL file. I didn't really understand your question since I'm very new to all of this, sorry. I just wanted to know where I changed the codes for the death screams xD
