ok, so i downloaded a custom texture and moveset, but the character is way too powerful.  Shocked

What program can i use to adjust the power of his moves, while leaving the character moveset unchanged?

(Basically, i just want to perform a damage nerf)

i tried searching briefly but couldnt find much, if its pretty obvious i apologize.

The program called PSA. You'll find it on the resources page. Just open the moveset file, go to the attacks you feel have too much power, and lower the damage/knockback of the offensive collision.

ok so i was already looking at a PSA guide here http://www.smashboards.com/showthread.php?p=7684133

but which actual program do i use? do i have to use ASH? or is there a more specific one? what you described seems pretty simple, im just not sure which program to use since there are several listed in this guide.

    First off the program that you are going to use is called "PSA" which stands for "Project Smash Attacks". You open the .pac file with this program (the file that should be named like FitPeach.pac(no numbers)) and go to the attack and change the damage there. But first you need PSA.
